The authors of the bill believe the low price of alcohol one of the main causes of alcoholism, which is called the “instrument of destruction of Russia”
A group of deputies of the state Duma from the LDPR faction has submitted to Parliament a draft law on introduction in Russia of a ban on the promotion of alcohol sales through discounts and free distribution of alcohol.
The draft amendments to the law “On state regulation of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products and about restriction of consumption (drinking) of alcoholic products” published on the website of the state Duma.
The list already provided by the act restrictions on the sale of alcohol (prohibition of sale to minors, ban on sale in places of a mass congestion of people, etc.) proposed to add a prohibition on “the use of discounts the prices of alcoholic products by any means, including through the issuance of coupons and vouchers”.
Simultaneously, the authors of the bill propose to introduce a ban on the use as stimulation of sales of alcoholic beverages, free distribution of alcohol, “including in the form of gifts.”
The need for new limitations the authors of the bill explain the dangers of alcoholism in the population, one of the main reasons which they consider to be reasonable prices on liquor.
“Ongoing trading networks promotion serve as an additional incentive for the purchase of alcoholic beverages. Discounts that sometimes reach 40-50%, pushing people to the formation of stocks of alcohol and consumption growth”, – the document says.
The developers of the bill underline that the price tags with the specified discount on them actually forcing the consumer to buy alcohol, which in fact he did not need. Thus, the real reduction in the number of cases does not occur, “the effect is achieved by reference to the initial price tag deliberately inflated prices”.
Proving the effectiveness of the restrictive measures, the authors of the explanatory notes to the bill refer to the fact that for two years after the entry into force of the law banning Smoking in public places, the Russians began to smoke at 17% less.
In early February of 2017 the proposal to ban discount stock when selling alcohol was supported by the head of Rospotrebnadzor Anna Popova. “Promotion should be treated like any other advertising campaign, and should be banned,” she said.

According to Rospotrebnadzor, the consumption of alcohol the average inhabitant of Russia over the last few years has dropped by almost half – in the moment in every Russian there is about 10 litres of pure alcohol per year, compared to 15 litres in 2009.
However, official statistics do not take into account the consumption of Russians is not intended for drinking of alcohol-containing liquids.
