The state Duma adopted the law on the indefinite extension of the free privatization of housing for the Russians. Signal to pass a law like this came from the President, said the speaker Vyacheslav Volodin

The state Duma on Friday, February 10, approved amendments to the law on introduction in action of the Housing code that allow indefinitely extend the program of free privatization of housing for the Russians. The bill passed unanimously — voted 413 deputies, the correspondent of RBC.

Signal to adopt a law on indefinite privatization “came from the President” of Russia, said the speaker of the Duma Vyacheslav Volodin. According to him, had heard the opinion of all Duma factions, the United Russia’s “studied this issue with the government.”

The decision on the indefinite privatization — “this holiday”, said the leader of LDPR Vladimir Zhirinovsky. But people need to explain that they can not privatize housing, then the whole responsibility for its content, including on capital repairs, will fall on government, not themselves, said Zhirinovsky.

Under current law the free privatization was to be completed March 1, 2017. Earlier the Duma in the first reading adopted the bill of the Deputy-the United Russia Alexander Sidyakin, who assumed that the free privatization will be extended only for certain categories of citizens — residents of Crimea, orphans and residents of housing classified as unfit until January 1, 2012. Opinions on the need to complete mass privatization in 2017, followed by government, said the representative of the Ministry at the meeting of the Duma Committee on housing.

But for the second reading of this document, the deputies returned to the issue of the renewal program. The Chairman of the Duma Committee for housing and communal services Galina Khovanskaya explained that the hype that emerged in Moscow and other cities after reports of the imminent termination of the program. The sponsors of the bill, Sidyakin, Deputy Chairman of the Committee on housing Paul Kachkaev and Khovanskaya proposed to extend privatization for all Russians until 2019.

But on Tuesday, 7 February, first Deputy Chairman of the faction of United Russia Andrei Isayev announced the government’s decision to extend the privatization indefinitely. Later, the press Secretary of Prime Minister Dmitry Medvedev Natalya Timakova said that the initiative of the indefinite extension of the program belonged to him. The decision on the indefinite extension of privatization adopted for the annual “waves of privatization” shortly before the date of completion of the program, explained at the plenary session of the Duma on Wednesday, February 9, Kachkaev. “To make people more conscious attitude to privatization, the decision was made,” he added.
