Deputy Prime Minister Olga Golodets has instructed the health Ministry together with the interior Ministry and Rospotrebnadzor authorities to consider the possibility of changing the conditions of entry into Russia of people living with HIV. Instruction is at the disposal of the newspaper “Kommersant”.
Agencies have also been instructed to consider whether it is possible to change the terms of residence in Russia to foreigners with HIV and to provide medical care in the country. The document notes that the Agency should consider “taking into account proposals of members of the Council.” This decision was taken following the meeting of the government Council on guardianship in the social sphere.
Member of the Board on guardianship in the social sphere Petr Rodionov explained to the publication that the Ministry should review international experience and to see how effective the current restrictions. In his opinion, the prognosis of the disease and treatment approaches have changed significantly over more than 20 years, when he was taken to the restrictive norms in Russia.
Rodionov noted that “today, any attempt to limit the spread of HIV by establishing restrictions often give the opposite effect.” He explained that the migrants knowing about the disease, but for fear of deportation, are buying fake medical certificates or disappear, “leaving in an illegal space and permanently disappearing from the field of view of the Supervisory bodies”.
According to officials, the situation is aggravated by the fact that illegally residing in Russia, migrants do not have access to medical care. Rodionov said that it is necessary to define the conditions of rendering of medical aid and sources of funding.
“It can be not only the personal funds of patient, but also, for example, the funds allocated in the framework of interstate agreements, or funds of voluntary health insurance,” he said.
According to Rospotrebnadzor, which refers to “Kommersant”, in 2012-2016, more than 9.8 million foreigners passed the medical examination. During this time, it was revealed 9284 case of HIV-infected people. Agency staff took about 5735 decisions about the undesirability of stay in Russia of such people.
