The government has proposed to exempt from taxation grants cellist Sergei Roldugin “Talent and success”. On the basis of the Fund in Sochi is a center for gifted children “Sirius”
The Fund’s “Talent and success”, the Chairman of the Board and whose founder is a friend of President Vladimir Putin cellist Sergei Roldugin, can be added to the list of organizations whose grants are not taxable. A draft government resolution published on the portal regulation.gov.ru.
According to the project, “Talent and success” proposed to be included in the number of organizations “received by the taxpayer grants (gratuitous aid) provided to support science, education, culture and art in the Russian Federation, are not subject to taxation”. As specified in the document, we are talking about grants of the President, received by the Fund is “to support individuals who have shown outstanding abilities and received training in educational organizations of higher education in full-time education in bachelor and specialist programmes at the expense of budgetary appropriations”.
November 2, 2016 at the meeting on the work of the Foundation drew the attention of the head of audit chamber Tatyana Golikova. She pointed out that in 2016, the Foundation has allocated 384 million rubles, and as of October 1, cash execution amounted to only 15.5%. She also noted that, “despite these significant resources, the fate of gifted children, after they finish studies in no way monitored.”
In this regard, Putin instructed to pay attention to the financing of the Fund. “I’ll have to look more carefully. Three hundred million was taken away, and used 15%. On the same day as he wrote RBC, it became known that “Talent and success” can receive from the budget more than 1 billion rubles, which followed from the conclusion of the Duma Committee on physical culture, sport, tourism and youth Affairs on the draft law on the budget for 2017-2019. According to the report, in 2017, the Fund will receive 576 million rubles, in 2018 — RUB 284 million in 2019 — a 205.5 mln. From the document follows that a large portion of the Fund will spend to help gifted children is 288 million rubles.
The Fund’s “Talent and success” was founded in 2014 in Sochi. Later, he established the educational centre for gifted children “Sirius”. The Fund is headed by the cellist Sergey Roldugin, who is a friend of President Putin. The head of state is included in the Board of Trustees. Also members of the Council are the assistant to the President Andrey Fursenko, Igor Levitin, head of the presidential administration Anton Vaino, Vice-premiers Dmitry Kozak and Vitaly Mutko, the Minister of culture Vladimir Medinsky.
Grants for gifted children was established by presidential decree in September 2015. Every year 1200 distributed grants in the amount of 20 thousand rubles. per month. More than a year the Fund spent on the presidential grants 237,7 million rubles, stated in the report to the Ministry of justice.
Name Roldugin became known last spring after the publication of the investigation of Panamanian offshore International consortium of investigative journalism (ICIJ) and the Centre for the study of corruption and organized crime (OCCRP). In the investigation it was alleged that Roldugin was the owner of several offshore companies, which allegedly were the recipients of hundreds of millions of dollars. In addition, in the investigation it was alleged that Roldugin was one of the largest shareholders of the seller of television advertising in Russia “Video of Interneshnl” (Vi) beneficiary of companies owned packages of KAMAZ and AVTOVAZ.
