With dual citizenship, too,” he said.
The same reason in the “United Russia” has explained the decision by Maria Maksakova. At a press briefing the head of the Moscow branch of the party Andrei Metelsky has explained that according to FZ “About political parties” a person with dual citizenship cannot be a member of the party.
Thus, the Federal law “On political parties” forbids persons with dual citizenship to members of political parties: the ban applies to foreign citizens, persons without citizenship and disabled citizens.

Wife Boronenkov and Maksakova moved from Russia to Ukraine in the fall of 2016. A month before the election they did not pass in the state Duma of the seventh convocation. At the end of January it was reported that in Kiev Boronenkov testified against the former President of Ukraine Viktor Yanukovych on charges of treason.
Boronenkov and Maksakova not the first Russian politicians, who fled to Ukraine, but their statements were the most resonant. 14 February ex-MP in an interview blocked in Russia to the Ukrainian edition Сensor.net compare Russia with the Third Reich and called the annexation of Crimea annexation. In the interview he also said that in Russia everything is controlled by the FSB about the massive vote rigging in the country at all levels and that “Putin doesn’t like it when the litter carried out of the house, if this COP comes to his closest friends, which corruption, as it turned out, allowed”. He also confirmed that he had received Ukrainian citizenship in December 2016.
The next day it became known that in Russia, ex-the Deputy has declared the Federal wanted list and was found guilty under article 159 of the criminal code (fraud). The investigative Committee has also issued a resolution on bringing him to justice under part 3 of article 33 (types of accomplices — organizer) and part 1 of article 170.1 of the criminal code (organization of falsifying the unified state register of legal entities). As TFR says that Voronenkov was the organizer of the fraudulent scheme in the sale of a building on International street in Moscow, which belonged to TOMA, OOO.
After that, Boronenkov gave an interview to Ukrainian TV channel “Gromadske”. In it he developed the theme of the accession of Crimea to Russia and said that Russian presidential aide Vladislav Surkov was “strongly against” this decision. Following this, in “Газете.Ru” there was an interview of the adviser Surkov, Alexei Chesnakov, in which he stated that the assistant to the President “laughed” over statements Boronenkov and in due time called him “the man with the face of cooties.”
“Moskovsky Komsomolets”, the former MP from the Communist party said that the reason for his move to Ukraine was “illegal” and “unjust” prosecution. According to Boronenkov, in Ukraine, it is “well accepted”.
Against this background, the Deputy Chairman of the CPRF Central Committee Vladimir Kashin, citing its own sources said that Voronenkov is allegedly planning to become the Governor of Odessa region.
As have informed RBC a source in the Verkhovna Rada, plans for the active involvement Boronenkov and Maksakova in Ukrainian politics, he had not heard. “Ukraine for various reasons, have moved quite a few famous Russians, including former Deputy Ilya Ponomarev. But after a series of high-profile interviews usually interest in them ends. In active policy, they do not go — the high level of competition plus there is the suspicion the natives of Russia”, — he added.
No hype them moving to Ukraine from local authorities has not caused, and ordinary people do not know who are Voronenkov and Maksakova, said RBC Ukrainian political analyst Volodymyr Fesenko. According to him, in Kiev had already gathered “a Russian Diaspora” of opposition figures, but this pair will be the most well-known among Russians, “left Russia because of persecution.”

In December 2013 he co-authored the introduction in the criminal code article 280.1 of responsibility for public appeals to violation of integrity of Russia. According to this article in Russia persecuted people expressed about the status of Crimea in the same vein in which he gave an interview to Ukrainian media, declaring the annexation of the Crimea.
The most acclaimed of his bills began in September 2014, amendments to the law “On mass media”. The document has banned foreign States, international organizations and Russians with dual citizenship from owning more than 20% in the Russian media. He Boronenkov claimed to have developed only the “legal component” of the bill.
The law was passed, and the Cyprus company Kommersant Holding (Cyprus) Ltd sold its share in OOO “Kommersant holding” and the newspaper “Vedomosti” has changed the owner: in late November, the Dow Jones and Pearson announced the withdrawal from the capital of publishing and selling their shares to the former General Director ID “Kommersant” Demyan Kudryavtsev.
In 2014, the Deputy Boronenkov also co-authored the law on controlled foreign companies (CFC), which ordered the Russian beneficiaries of offshore companies to pay tax on foreign income. Among the other high-profile initiatives Boronenkov — adopted a bill criminalizing public incitement to violate the integrity of the Russian Federation and rejected — on the establishment of restrictions on the payment of remuneration of executives of state corporations.

Maria Maksakova, in turn, proposed to criminalize female circumcision and to give respite to child care for pregnant women and single parents convicted of pedophilia, committing terrorist attacks, encroachment on the life of statesmen, the violent seizure of power or armed rebellion. Maksakova also was known to fight for “spiritual bonds”. Judging by Twitter Boronenkov, the annexation of Crimea earlier, he actively supported it. “Photos from my trip to the Crimea. I was struck by his beauty. Fully support its joining Russia!”, he wrote in August 2014.
Speaking in the Duma Boronenkov did not stint on criticism of the Ukrainian authorities, alluding to the fact that its elites are under the control of external forces: “an Example of this we see in Ukraine, where billionaires brought almost the entire country in the offshore, where people are freezing, and the state has no money to pay for gas: it is through the owners of large companies outside forces can influence and continue to influence internal and external policy of the Ukrainian state”.
Both former deputies before fleeing, spoke positively about President Putin. “To be Frank, I have 12 years of Vladimir Putin is really like as a man,” explained Maria Maksakova “news” in 2011, his entry into the Pro-presidential all-Russia people’s front.

A blow to the image of the Duma
Respondents RBC experts believe that the image of the Russian state Duma and political parties the spouses flight to Ukraine will not affect negatively. “It [the Duma] the image of this story on impact because of the shoots, prosecutions and persecution of deputies already had a lot of”, — said political strategist Andrey Kolyadin. In his opinion, “United Russia” is no accident decided not to impose additional checks for party members: they could threaten the status of the members of the party.
Political analyst Konstantin Kalachev added that the situation with the Voronenkova and Maksakova may even benefit the image of the state Duma of the new convocation. “On the contrary, it is now possible to say that the ranks [of deputies] has cleansed them from all sorts of fugitives, it even increase the credibility of the new Duma”, — suggested the expert.
To strengthen the image of deputies and the Duma in General, this story will not, but to say that they are irreparably damaged, is too exaggerated, says analyst Abbas Gallyamov. According to him, the General Patriotic and “anti” attitude of the MPs is not in doubt and the betrayal of two people, this perception does not change. “For that to happen, it is necessary that such incidents were several, and, moreover, someone from the politicians or the media must articulate that, say, “all the deputies — traitors”, and many times to repeat this thesis. Without this, the image of Duma threatens nothing”, — says the analyst.
