Human rights activists said the new round of repression against civil society and urged the authorities to economic reforms at the Congress of all-Russian civil forum, Kudrin

Fourth all-Russian civil forum (OGF) held on Saturday, November 19, at the world trade Center in Moscow. FMG was founded by the Committee of civil initiatives former Finance Minister Alexei Kudrin. The platform brings together representatives of independent, non-profit organizations from Moscow and regions, experts and politicians.

Introductory remarks at the opening of the Congress by the Chairman of the presidential Council for civil society development and human rights (HRC) Mikhail Fedotov. He was the only representative of the presidential administration on the introductory part of the Congress. Human rights activist remarked that he sees no tragedy in the fact that Russia was not included in the new Council on human rights UN: “When people ask me whether we have human rights, I say that, of course, is not good. But we want all these issues step by step to solve”.

More hard was the speech of the head of the Moscow Helsinki group (MHG) Lyudmila Alekseeva. In the video she announced the new round of repression against civil society. Activists need to prepare for questioning and to find attorneys to take into consideration the experience of Soviet dissidents, warned the human rights defender. Alexeyev thought of Hegel: “History repeats itself twice: first time as tragedy, the second as farce.” The country is not “great terror”, however, the victims of civil activists that does not help, she said, warning that the Congress FMG generally “may be the last.”

“All anxiety, — told RBC on the sidelines of the forum politician Vladimir Ryzhkov. — It Alexeyeva shows that all perceive the current situation in the country as extremely negative for civil society”.

On the sidelines of the FMG discussed the arrest of the Minister of economic development Alexei Ulyukayev. The government is working absolutely fine, assured reporters the head of “open government” Mikhail Abyzov. According to him, though for the government the arrest of the Minister was “very serious shock,” but at the same time, rumors of a “nervous situation” in the Cabinet is “nonsense” (about the panic in the government on the eve wrote Reuters).

In parallel, on Saturday published an interview with Kudrin on “Russia-1” in which he questioned in extortion of a bribe Ulyukaev, the head of “Rosneft” Igor Sechin. According to Kudrin, “it is impossible to imagine that a Minister with such a powerful man with the authority, as Sechin, could behave this way”.

Cross-cutting theme of the following presentations was too trusting of the Russians power. The political scientist Emil pain said that instead of civic nation building authority “podmaniczky the nation.” According to him, a harbinger of a civil nation civil society is the major Russian cities. A “political clay” not able to “implement democracy”.

President Vladimir Putin after the annexation of Crimea received the “defender’s aura” and the majority of Russians support his re-election, said the pollster the Levada center Alexei Levinson. The Russians, though I understand that the annexation of Crimea “penny”, but still support the Kremlin’s policies in respect of which the West has imposed sanctions, the expert concluded. According to him, while weakening the state grow the capacity of civil society, however, these trends can lead to “effects of Donbass”, when will become popular figures such as former commander of militia of Donbass Igor strelkov (Girkin).

Article of the Russian Constitution has become a “simulacra”, as in low demand for the institutions and democracy (even lower than in China), argued economist Alexander Auzan. Another theme of the speeches was the economic inequality of the regions and tax reform. Economy the geographer Natalia Zubarevich urged the authorities to weaken the financial control of Moscow over the regions. To improve the quality of leadership of subjects is important to return the election, she said.

Auzan suggested the introduction in Russia of direct taxes and give citizens the opportunity to decide where to spend part of the personal income tax and property tax. According to him, this will make the society more active and demanding of power. Citizens vote for the populists, as you do not know that 48 cents of taxes on each ruble paid to the state, he said.

Auzan believes the key problem of the country is the lack of long-term planning: is human capital the money goes into the defence sector. The economist said that the status of a military superpower, though recognized by the world (as told on the eve of President Barack Obama), but not transformirovalsya in raising the standard of living. While employed with the military power of the territory bring the country some losses.

Unlike last year, this time at the opening of the FMG Kudrin is not performed. Former Minister of Finance wants to focus on civil society, not to his own person, explains the source of RBC, close to the Forum. Another source among the organizers of FMG said that Kudrin today focuses on economic strategies from CSR.

After the introductory part the work of the Forum continued several thematic expert sites dedicated to the elections, interaction with the business, the prison system, the development of NGOs, education and so on. Developed by the experts suggestions of the organizers of FMG sent to the presidential administration, the government, the Duma and other power structures.

A year ago, UCF on the agenda of the authorities in General are not affected and the authorities were confident in their own abilities, but now the interest of the Kremlin to the ideas of the Forum may increase due to the worsening of the economy and low turnout in the Duma elections, said RBC analyst Abbas Gallyamov.

“The appointment [to the Kremlin] Kirienko — the person obviously does not fit into the ideological mainstream in recent years — suggests that the Kremlin began to search for alternative routes, — says the analyst.
