The Chairman of the Yekaterinburg branch of the unregistered Party of progress, Ekaterina Petrova sent a complaint to the European court of human rights (ECHR) in connection with the failure of the local administration to coordinate a rally against the “law of Spring” in the center of the city. Amendments prepared by Irina Yarovaya, was taken in the summer of 2016. They toughen responsibility for crimes of terrorist and extremist nature, and require operators to store user metadata for up to three years and the traffic to six months.

As stated in the complaint amounted to a lawyer of the international human rights group “Agora” Damir Gainutdinov, July 14, the organizers submitted a notice to the Department of public safety of Sverdlovsk region about the intention to hold a rally. It was planned that it will be held the evening of 26 July, on Labor square, located near the residence of the Governor of the region Yevgeny Kuyvashev and the regional administration.

However, the officials refused to hold a protest action, citing the fact that in this day of the planned picket of the Sverdlovsk regional organization of assistance to war veterans and military conflict: up to 30 people had intended to celebrate the Day of the Navy from 9 am to 9 PM.

In the alternative, the Department suggested that the area of the Defense that, as alleged in the statement of the Ministry, also located in the city center. The organizers refused to accept that option, in their opinion, the area is located in a remote area, near it is only one stop by public transport and there is a metro station. Activists also believe that the rally in the square, enclosing, according to the interior Ministry, of not less than 1.5 thousand people, does not interfere with the picket of 30 people.

The organizers appealed to the Kirov city court, but he admitted the failure to agree on lawful activities. As a result, the action took place on the square of Defense offered by the city authorities. The rally was attended, according to activists, 150 people. The organizers expect that in the city centre number of participants “would have been much more.” Local edition noted that on 26 July, the veterans never came to the square to celebrate the Navy Day.

“The Navy day is celebrated on the last Sunday of July, which is in 2016, had on 31-e number. On this day in the city hosted a series of public events dedicated to the memorable date. The applicant proposes that the notification about holding a picket of the veterans ‘ organization was initiated by the authorities in order to give itself the formal reason for the refusal to approve the rally,” reads the complaint.

According to DOE officials, by their actions, hindered the freedom of expression and freedom of Assembly (articles 10 and 11 of the Convention on the protection of human rights and fundamental freedoms).

July 26 demonstrations against the “law of Spring” took place in Moscow, Saint-Petersburg, Ufa, Yekaterinburg, Novosibirsk, Saratov, Syktyvkar, Barnaul, Kurgan and Volgograd. In the capital was also permitted to hold the event in the city centre, the protest was moved to Sokolniki.
