FAS sent to MTS and MegaFon requests to raise prices for services in roaming is going to ask and other operators. While the price increases only MTS on a number of fronts. The operator explains this increase in cost of services
The Federal Antimonopoly service (FAS) sent inquiries to cellular operators MTS and “MegaFon” in connection with the statements about the increase of roaming tariffs, reports TASS with reference to the statement of the head of Department of regulation of communications and information technologies of the FAS Elena Seeway. According to her, “VimpelCom” (brand “Beeline”) and “T2 RTK holding” (Tele2) will also receive requests from the Antimonopoly service. If these operators also want to increase the prices in roaming, they will have to justify their actions, said zaeva.
MTS on Monday warned subscribers about increase of the basic tariffs in roaming in 38 countries. Depending on the country’s growth will be from a few percent (for example, in China and Thailand by 13% to RUB 130 per minute), up to several times (in Norway, Sweden and Finland — two times, up to 50 RUB per minute). The operator also increased the cost of selecting the “Bits without borders” by 10%, but expanded the list of the countries where it operates. At the same time MTS has announced the reduction in the cost of roaming in 10 countries and selecting “Free travel”. The representative of MTS Dmitry Solodovnikov explained the change in the price of high cost roaming services.
“MegaFon” has not yet announced the price increase, but the FAS refer to the fact that the operator made statements about such intentions in the press, writes TASS with reference to the service representative. Response operators will have to provide up to 5 Dec.
MTS has economic causes of changes in the cost of calls, said Dmitry Solodovnikov RBC, commenting on the statement of the FAS. “This is a necessary measure. MTS has created a serious negative margins in some areas and at the current pricing can’t continue to operate at a loss. We are ready to provide all necessary information to the FAS after receiving a request,” he said.
In the third quarter, MTS ‘ revenue fell for the first time in the last five years. The revenues mainly for Russian market declined by 0.8%. MTS is explained primarily by the decline of roaming revenues due to the continuing reduction in the number travelling abroad. The President of MTS Andrey Dubovskov has acknowledged that the company neither encouraged the use of the connection in roaming those, who still travels abroad, it does not compensate for the reduction in the number leaving.
The representative of “MegaFon” Julia Dorokhin told RBC that the operator has not received a request from the FAS. “Earlier we said that lately a number of operators have significantly increased the interconnect rate (the rate that sets the Russian operator of a foreign company, whose network is the subscriber in the roaming — approx. RBC). In particular, most European operators to more than 10 times raised prices to operators from countries outside the EU. Considering that about 70-80% of voice traffic from Russian subscribers traveling abroad are in the countries of Europe, these changes have a significant pressure on the cost of roaming,” explained Dorokhin.
Press-Secretary of “VimpelCom” Anna imasheva told RBC that the operator has not yet received a request from the FAS. “At the moment we keep the price of Internet and voice roaming at current levels,” she said. The representative of “T2 RTC Holding” Konstantin Prokshin also said that they have not yet received a letter from the FAS and to raise the price of services in roaming “to the end of the year just don’t expect”.
