The Prosecutor General’s office revealed the fact of illegal payments to the General Director of “Mail of Russia” Dmitry Strashnov more than 95 million rubles compensation. In this regard, the Agency requires to make in relation to the head of the state company criminal case
The General Prosecutor’s office of Russia demanded to open a criminal case against the General Director of “Mail of Russia” Dmitry Strashnov on the fact of abuse of authority, and in respect of two heads of departments of the Ministry of communications on suspicion of negligence. This was stated by the head of Department of interaction with mass-media Alexander Kurennoy, reports “Interfax”.
“The General Prosecutor’s office of Russia during check of execution of the Federal legislation the Ministry of communications and mass communications of the Russian Federation and its subordinated institutions revealed the illegal payment of remuneration to General Director FGUP “Mail of Russia” Dmitry Strashnov” he said.
According to him, the amount of illegal payments Streshnevo in June 2015 95.4 million rubles — remuneration for financial and economic activity of “Mail of Russia” in 2014. He added that the calculation of remuneration “was carried out on the basis of the submitted documents by the company, including the amount received in the reporting period net profit in the amount of 1.2 billion rubles.”
Inspection of the Prosecutor General showed that the size of net profit “Mail of Russia” for 2014 was formed at the expense of target financing of its activities from the Federal budget in the amount of 5.4 billion rubles. It is allowed to cover the losses of the enterprise in excess of 4 billion rubles, said Kurennoy. He added that “Mail of Russia” on many performance indicators not achieved the planned values, some of them decreased compared to the previous year. “For example, the rate of investment in the development of the company was made by only 57%,” — said the representative of the Prosecutor General.
Kurennoy said that in such circumstances, and given the size of the average wage in the enterprise in 2014, the amount of remuneration Strashnov was to be 3.2 million rubles. He also noted that the employment contract between the Ministry of communications with Strasnoy in violation of the letter of the Ministry of labor did not identify the ratio of his compensation, which allowed it to significantly overstate. According to him, the contract has not been agreed with the government.
The Prosecutor’s office believes that FGUP “Mail of Russia” has suffered substantial harm due payments Strashnova award at 95.4 million.
