Agency for ethnic Affairs has developed a manual on cooperation with religious organizations and the fight against extremism. Officials propose to carry out anti-extremist propaganda in schools and universities
Federal Agency for the Affairs of nationalities (FADH) prepared a Handbook on the interaction between state and religious organizations. The document was published on Monday, November 28, on the Agency’s website. FADH was created in 2015 to implement the Federal target programs in the sphere of interethnic relations.
In the manual FADH contains a detailed analysis of the religious practices of Christianity, Catholicism, Islam and Judaism. Also in the training manual presents the monitoring data of recent changes in legislation that entered into force after the adoption of the so-called Spring package MP — amendments to the law “On counteracting terrorism”, which has prepared now the Chairman of the state Duma Irina Yarovaya and Senator Viktor Ozerov, and suggestions for prevention. According to the amendments of Spring — Ozerov members of the clergy are forbidden to disturb public order, to promote extremism, harm to health and to call for the violation of the law. Many religious organizations considered the law an attack on freedom of conscience.
Experts FADH in his textbook propose to carry out anti-extremist propaganda in educational institutions with involvement of representatives of the traditional clergy. They also offer to hold round tables with the leaders and authoritative representatives of religious communities.
The authors of the manuals from FADH say that the extremists are trying to zakamuflirovanie. A destructive of the Association, at its core is clearly religious, not consciously registered as religious organizations “to achieve short-term goals,” reads the manual.
Head of external communications FADH Alexander Morozov has explained RBC that the manual was written by experts on religious studies, but their authorship of the text does not specify, as it is “collective creativity”. Benefits, said Morozov, it was agreed with the Ministry of justice and Ministry of interior. After consultation with other agencies, the Agency plans until the new year to publish methodological recommendations on the procedure for the construction of religious buildings and on the problems of coordination construction of these facilities with the authorities, said Morozov.
First of FADH did not publish these manuals — often the Agency has focused on public events and monitoring of inter-ethnic tension, which was not available to the public, said RBC head of the analytical center “Sova” Alexander Verkhovsky.
Questions of interaction of officials and security forces with religious organizations, previously regulated only by departmental documents of the Ministry of interior for internal use, said the expert.
