General Director of FSUE “Russian Post” Dmitry Strashnov considers himself the legitimate payment of a bonus for 2014 in the amount of 95,4 billion.
“I think the situation is overheated. In all calculations of payments, the Ministry was guided by the official documents. They are applicable not only to the “Mail of Russia”, but for all state-owned companies. Then you need to change this system,” said Strashnov reporters on Sunday.
25 November, the representative of the Prosecutor’s office said that they had sent to the Investigative Committee of Russia to check materials against Dmitry Strashnov and the heads of the two departments of the Ministry of communications. The Prosecutor General’s office suspected Strashnov abuse of authority, and employees of the Ministry of negligence. According to the Prosecutor General, the premium Strashnov for the work of “Mail of Russia” in 2014 was to reach 3.2 million RUB Test showed that the net profit of the company in 2014 was formed at the expense of target financing of its activities from the Federal budget in the amount of 5.4 billion rubles. It is allowed to cover the losses of the enterprise in the amount of more than RUB 4 billion, the Agency believes that the payment of the premium Chapter under such conditions caused substantial harm to the “Mail of Russia”.
However, the familiar Dreadful points out that the accounting rules the net profit is calculated after receipt of all revenues, including subsidies from the state. “The subsidy is not additional income, and payments for the provision of unprofitable services “subscription” and work in the regions of the far North. If “Mail of Russia” was a private company, she would simply refused from the provision of such services. Despite the subsidies, in 2011, 2012 and 2013, the company remained unprofitable, whereas in 2014, made a profit,” — said the interlocutor of RBC. He also noted that the company would be able to “artificially boost the net profit” in 2014. “This would have to increase operating expenses and to abandon the indexation of salaries of employees of the enterprise for total amount of 11 billion rubles”, — he said. He also insists that no one instrument was not required to adjust the net profit payments to the company from the budget, for example, subsidies.
The representative of the Ministry of communications also considers the payment of the award to the head of “Mail of Russia” legal. “Bonuses for 2014 have been accrued in accordance with the government resolution No. 210 dated 21 March 1994 letter of the Ministry of labour of 28 April 1994 on the application of the said decision”, — said the representative of the Ministry of communications. In this document remuneration of the Director shall be paid out of profits remaining at the disposal of the enterprise after deduction of funds for consumption. The amount of remuneration is established according to the norm, defined as the ratio of 12 monthly salaries to the amount of specified profits for the preceding calendar year. As previously reported by the press service of “Mail of Russia” in 2014, the salary of the General Director of the company amounted to 307 thousand rubles a month, excluding allowances for state secrets (50% of base salary) and payment for travel days and vacation. At the end of 2014 “Mail of Russia” has received net profit in the amount of 1.2 billion rubles, compared to 24 million RUB, the company informed.
According to the representative of the Ministry of communications, following the inspection, the Prosecutor General asked the Ministry about compensation Strashnova. According to the regulations, the Ministry must respond within 30 days, i.e. until 13 December that the Ministry plans to do, said his representative.
