More than a thousand Russian athletes could be involved in the machinations of doping tests, according to a new report by Richard McLaren for WADA. Sources told RBC, will the scandal cost Vitaly Mutko, the chair of Deputy Prime Minister
On Friday, 9 December, the head of the independent Commission of the world anti-doping Agency (WADA) Richard McLaren presented the second part of the report on the use of doping Russian athletes. The document says that over a thousand Russian athletes were directly involved in the manipulation of doping samples and received from them the advantage. The report’s authors believe that the former sports Minister and now Deputy Prime Minister of Russia Vitaly Mutko, and also his former Deputy at the Ministry of sport Yury Nagornykh knew about the existence of a conspiracy by the substitution of doping tests. The document States that Mutko met with experts of the independent Commission WADA.
The key findings are presented 9 December research McLaren coincide with the conclusions of its first part, which was published in mid-July. Then the story about the massive fraud and submenus samples of Russian athletes caused a scandal led to the resignations of Russian sports officials, the beginning of the investigation the Investigative Committee. Lost their jobs Upland, Advisor to the Minister of sports on anti-doping to ensure Natalia Zhelanova, head of the Department of science and education of the Ministry of sports Avak Abelyan, Deputy Director of the Center of sports preparation of national teams, Irina Rodionova. Because of the scandal part of Russian athletes were suspended from participation in the summer Olympic games in Rio de Janeiro.
Work on the second part of the report was conducted from July to November 2016. Its necessity is due to the lack of time to conduct a full investigation in the summer of 2016. The conclusion of the report is based on “physical evidence, not oral testimony,” says the document published on Friday. The evidence referred to in it as “uncontested.”
In the report of the manipulation of Russian officials and athletes with doping samples called “institutional conspiracy”. It was attended by employees of the Ministry of sport of the Russian anti-doping Agency RUSADA, the Center of sports preparation of national teams of the Moscow anti-doping laboratory and the FSB. On the establishment in Russia of such a system was discussed in the first part of the report.
Cheating the system to inspection bodies improved from 2011 to 2015, explained in the document. Applied at the Olympics in Sochi in 2014 the mechanism of substitution of the samples was for the Russian “elite athletes” everyday. Moscow anti-doping laboratory was doing this on a monthly basis. Both parts of the report do not mention the names of specific athletes suspected of doping, instead pointing their total number.
The Commission McLaren’s suspected forgery of doping tests in 12 Russian athletes-Olympic medalists in Sochi.
The report clarifies the mechanism of substitution of urine samples of Russian athletes in Sochi. It was attended by FSB Blokhin (name and title not mentioned in the report), Rodionov and the head of the Sochi anti-doping laboratory Yuri Chizhov. His former boss, the head of the Moscow anti-doping laboratory, Grigory Rodchenkov talked about the fraud trial newspaper the New York Times and became an informant to WADA.
Among other participants in the fraud trial, according to McLaren, — the employee of the Moscow anti-doping laboratory Evgeny Kudryavtsev. It was he, as noted in the document, had access to the room with urine samples, which the attackers used for the switch. Kudryavtsev passed the sample through a hole in the wall Rodchenkova, Chizhov and the agent memory.
Operation in Sochi with the substitution of samples in the report called “perfectly planned and executed”. She demanded from all participants, including athletes, “precise implementation plan”.
Complaints to the Olympic Committee of Russia McClaren expressed. “We have no information that the ROC was involved in this system. We also have no information about the involvement of international federations,” he said at a press conference.
The sports Ministry after the publication of the second part of the report stated that government programs to support doping in sport is not, and promised to carefully study presented in the report information. Mutko was unavailable for comment RBC. Press Secretary of the President of Russia Dmitry Peskov has declared to journalists that the report would be studied carefully.
Experts McLaren will give data for each athlete suspected of doping, the relevant international federations, International Olympic and Paralympic committees, the statement said WADA. In the future, these bodies will decide whether to subject the athletes to disciplinary measures and whether there is sufficient evidence. “The report has been submitted without names, so now about some of the implications for specific athletes is uncertain. When will be known the names and specific evidence, then it will be possible to discuss specific legal consequences, while it is too early to do that,” said RBC angelina Fits, managing partner of law firm Staub Prinzip.
In a conversation with RBC American lawyer Ronald Katz drew attention to the fact that the report of McLaren based on information from an unreliable anonymous source proven bad article The New York Times and speculation. Katz believes that athletes suspected of doping, can challenge the findings of the Commission of the McLaren, however, the situation with each athlete individual, the lawyer said.
The winners of the Olympic games in Sochi, if their guilt in the doping is proven, will lose their medals. McLaren could not give the names of the athletes and talk about something besides the revealed frauds-doping, as it is not within the prerogative of WADA, told RBC former President of the Russian athletics Federation (vfla) Valentin Balakhnichev. According to him, information about specific athletes must come from the federations or the International Olympic Committee. If we are talking about the Olympics and will be confirmed the acceptance by athletes of doping, it is automatically followed by the return of medals and reviewing the results of the Sochi Olympics, says former sports functionary.
Interviewed by RBC Russian and international lawyers believe that the publication of the second part of the report, McLaren will not jeopardize the carrying out in Russia of world Cup (world Cup) football championship 2018, as the world Cup was decided by the FIFA, told RBC managing partner of the College “Ohanyan, Arepjev and partners” Edward Ohanian.
From the international federations on the re-examination of samples of Russian athletes until stated only international Association of athletics federations (IAAF). Samples of Russian athletes are up to world Cup 2013, said in the release IAAF. On Friday evening the President of the IOC Richard Bach promised to check all samples Russian athletes with the summer Games in London in 2012.
Mutko would not leave
According to close to the Kremlin and the source of RBC Federal official familiar with the situation, personnel ndings Mutko will not follow.
In the report, “no evidence” against the Vice-Premier, told RBC Federal official. According to him, WADA has no evidence nor Mountain, nor the FSB. If in the first report of McLaren spoke about the state support system of doping, now he claims on government conspiracy, the Federal official stressed.
“Apparently, the existing system [of state doping] is not looming,” says the interlocutor of RBC.
The recognition in the report of the participation of the former head of the Moscow anti-doping laboratory Rodchenkova in the machinations of the doping tests actually makes it a “person accused” in Russia, which proves now the Investigative Committee, said a source in law enforcement bodies. “Rodchenkov brought drugs, foisting their athletes, often without explaining what it is,” says the source.
A criminal case against the former sports functionary was initiated by the Investigative Committee on June 18 on suspicion of abuse of authority (part 1 of article 201 of the criminal code). The Deputy head of the IC Ilya Lazuta said “Interfax” that during interrogations, the athletes talked about Rodchenkova attempts to persuade them to doping. Until 9 December, the investigators interviewed more than 50 Russian athletes, their coaches and managers. The source in law enforcement agencies told RBC that in the case of investigators conducted a series of searches. In the foreseeable future, continues the interlocutor of RBC, the SC may provide evidence that Rodchenkov “wasn’t working alone and with a group of people”.
The Federal official noted that McLaren in his report acknowledged that from the Russian side the work was done on deficiencies in the anti-doping system. “We did not under pressure, but because we ourselves have had to know about it,” — said the interlocutor of RBC.
Most likely, the report will not affect the career of Deputy Prime Minister Mutko told RBC head of the Center for economic and political reforms Nikolay Mironov. According to him, the accusations against the officials from the McLaren can only strengthen the position of Vice-Premier, considered a person close to the Russian President. “The government shows that it is not amenable to pressure,” the expert notes. According to him, the authorities believe that enough went to meet WADA, removing Mutko with the leadership of the Ministry of sports and with a number of sports officials.
