The authorities of St. Petersburg through the courts will seek eviction of the European University from a historic building, if the institution does not fulfill the requirements of the Smolny. Previously educational institution challenged these demands in court

The administration of St. Petersburg will address in Arbitration court with the claim about compulsory release of the building, which holds the European University in St. Petersburg, if the institution does not fulfill the requirements of officials. About it told RBC press Secretary of Committee of property relations Olga scratch barashkin. In December 2016, the city unilaterally terminated the agreement with the University for the rental of the Palace Kushelev-Bezborodko on Gagarin street. The University had violated the contract “in terms of compliance security obligations,” according to the Department.

“The University claims were made about the installation of plastic Windows on the courtyard facades of the building and the erection of several temporary partitions,” — says the administration of the University. According to representatives of the University, in fact, violations of the “no risk to cultural values.” The rector of the University Vadim Volkov pointed out that the claim in fact was not the Palace but extension of the 1970-ies.

In the fall of the city complained to the University in the Dzerzhinsky district court, told the Committee of property relations. On October 22, the court recognized that the actions of the University have an administrative offence, and ordered him to pay a fine. The University has fulfilled this obligation, but two months later, the rent was still terminated.

23 January it became known that the University had challenged the contract termination in court of Arbitration. At the European University said that the University four years has developed a draft adaptation of the Palace for modern educational needs. For this he drew a 2.2–2.4 billion rubles. private investment. Part of the money was supposed to go for restoration, which is usually carried out at the expense of the local budget. To work on the project invited the architect Jean-Michel Wilmotte, who was involved in the restoration of the Museum d’orsay in Paris. February was designated as the signing of the investment contract with the city.

“Termination of the contract would deprive the University buildings and, consequently, of the license to conduct educational activities that will lead to the fact that the city will lose a large investment project”, — stated in the message.

The University continues litigation against the spotlight because of the revocation of the license for educational activity. The University has lost the licence in summer result of a series of unscheduled inspections, which had 11 control services. In particular, the service has identified 120 violations, several of which the University, according to authorities, subsequently not removed.

European University was founded in 1994 with the support of the first mayor of St. Petersburg Anatoly Sobchak. In the first years of its work, the University actually existed on grants foundations MacArthur, Ford and Soros (in 2015, these organizations were recognized as undesirable in Russia). The Board of Trustees of the University include former Deputy Prime Minister, head of Committee of civil initiatives Alexei Kudrin, with political activity which the sources of the newspaper “Kommersant” was blamed for the problems of the University.
