From June 1, 2016, “far acres”, there were more than 36 thousand applications. What to do with the territory, can not solve at once — this is for a year. Those who are undecided, told RBC about their plans

According to the Agency for the development of human capital in the far East, from 1 June 2016 for the “far Eastern acres”, there were more than 36 thousand applications (as of 26 January 2017). Although the rules of the program to determine use of the site, the applicant may not immediately, but within a year from the date of registration of the transaction (the first report about the format of the use served altogether three years), according to the statistics Agency, more than half who applied for land plots of citizens clearly know what you want to do on their land. The majority of applicants 24% — plan to use the land for individual housing construction. The development of private farming and projects in the field of agriculture — the second most popular use “hectare”: crop cultivation, beekeeping, livestock raising and other agricultural activities plan a total of 32% of citizens (16% for each activity), apply for the order.

Manual RBC: how to become the owner of the hectare in the far East

About business plans for the development of acquired hectares and the difficulties faced petitioners, told RBC participants in the program.

Artem Degtyarev, entrepreneur (Primorsky Krai)

“I initially decided to play safe is to apply for two different projects: the creation of a recreational zone and cultivation of the shiitake mushroom. And this strategy finally worked. Of the five “far Eastern acres,” which was applied-at the moment I only got one. To implement the project on creation of recreational areas on the seaside (the Khasan district in the South of Primorsky Krai). One hectare for the “mushroom” project has not yet been received.

The program works failed. The main problem lies in the electronic system. This is likely not the fault of the developers, and municipalities that have not provided information on areas which cannot be allocated “hectares”. For example, in my applications there have been some failures. In one case — because of crossing the border of protective forest. Although initially, at the time of filing, it was not reflected. The idea is that the application should have been approved (information about any restrictions weren’t), and then “floated” it.

Recreation the project is quite profitable, though seasonal. The implementation will require about 5 million rubles Investment plan to return for two seasons. Domestic tourism in the Russian far East are in demand today. The season is short (only three months), but he pays for the whole year. Five star and even three-star hotels we build are not planned. The idea is to build a facility with numbers in the middle and the segment. Something like camp sites, can accommodate 30-60 people. Working on the “hectare” is planned to launch in April. We were lucky the road is there, the mains. It is only necessary to build the object, build the fence, build the infrastructure (playgrounds and recreation areas).

To abandon plans for the implementation of the project “Extensive cultivation of the shiitake mushroom” we don’t plan. Sure, in the Primorsky Krai there are still areas where you can take the land that will be suitable for our project. In the near future I plan to do the search for it to send in a new application.”

Ilya Semykhatka, head of peasant farm “Semykhatka” (Kamchatka Krai)

“I applied for the “far Eastern hectare” October 1, 2016. Getting approval was not, but they arose at the stage of registration of land documents. One of my sites got on the boundary (demarcation line between two neighbouring plots. — RBC). Had to adjust the borders of this section and to coordinate the changes with the administrations of the two districts. It took a while.

Another problem in the “promising zone”, which include our village Razdolnoe (Elizovsky district of the Kamchatka region), received a lot of applications. From 1 thousand applications filed on the Kamchatka Peninsula, about 400 have been filed in our area (affected by the proximity to the city center, roads, infrastructure, etc.), and it also slowed the process of registration of “ha.”

The five “far acres,” which I got a, plan to implement a project related to tourism in General and rural tourism in particular. Namely: to clean the territory, to build a “green zone” (build a Park), put to start two or three cottages for tourists, a separate building under the dining-room. Below here could come people, relax. We have here what to see and what to do: horseback riding, snowmobile trips and ATV, close to the camp (you can see the lifestyle of the indigenous inhabitants) and thermal water. But if someone wants, maybe in the garden with a carrot to come back. I took acres near his field (18 ha), which grows a variety of vegetables.

For the project, according to my estimates, will take at least 5 mln. Intend to use their own funds, but how it goes. Maybe make a business plan, send it to grant. Work on cleaning and landscaping will begin in late may. On — construction. By the fall, I think it’s done.”

Dmitry Stepanchenko, entrepreneur (Khabarovsk Krai)

“In total I sent about 40 applications for the “far Eastern hectare”. But at the moment only got two hectares in the town of Bikin (South of Khabarovsky Krai). So many failures, how many I received, probably never had a chance to.

My project in Bikin focused on the development of roadside service. Plan here (on Federal highway) to build a cafe and a hotel, designed to accommodate approximately 100 people. Now, however, with the implementation of this project was experiencing difficulties, which, unfortunately, was impossible to find any through the portal at the time of filing, nor in any other way.

After the land was decorated and I got my hands on a development plan, it became clear that this land belongs to the zone “R-2”. That is the General plan of the city is a recreation area. To now I’m able to build something, I need to spend on getting the design and permits for two years. This is two times more than I had planned. In addition, it is also the extra cost — about 500 thousand RUB over and above what I was planning to spend initially. According to my estimates, this project will require about 9 million rubles. investment.

Another problem with larger scale is that the law on “far hectare” imposes a restriction on the allocation of land in the territory of hunting farms. I don’t know who and why wrote this paragraph. But in the Khabarovsk territory a lot of hunting, we have all the forests belong to them. In the end, it is interesting sites, at least within a radius of 100 km from the city, just no.

I want to believe that legislation will still be subject to change. And people will be allowed to take “acres” in the hunting economy. In the Khabarovsk territory, they should open. Now the normal sites there. But I plan to wait and take another 10 hectares to Arrange, for example, a house hunter, the fisherman’s house, to build four roadside service”.

Tatiana Babushkina, entrepreneur (Kamchatka Krai)

“In the first place was a failure. On 12 November I wrote a statement for a second. They quickly engaged because the topic is very interesting. The administration was to meet with understanding. We, like everyone else, not to pull, came, wrote the application, all the details painted. They suggested that we monitor the sites we chose.

We do not plan that the state will give hectares. Donkeys were brought to Kamchatka from Kazakhstan two years ago. Then about “hectares” nobody knew anything. Thought to save money and buy land. And it’s so well matched. 1-2 million RUB for sure saved.

On the land which gave, still no construction there. We are still in the private sector: in the private house brought three donkeys. Before you start building, you need to understand how animals will behave in Kamchatka. Because here no one is held that one fetus. The essence of the project — travel, plan to carry children on donkeys. In the Crimea there is a donkey farm, where tourists ride. We also here a lot of tourists come. Why not roll? The more we “hectare” was given with a view of the volcano. It’s very beautiful.”

Basil torches, entrepreneur, (Jewish Autonomous oblast)

“[After approval] execution of documents took more than a month. In December 2016 it started, and the documents we received in early January. It was delayed because of land, located on the Federal highway (near the village of the Amur Smidovichsky district, Jewish Autonomous region), which we expected, was not fully formed. Now still have to prepare the site to complete a survey, geodetic survey, to plan buildings, to cut down trees to install fence.

Here I plan to build service trucks. Successfully matched my idea and the opportunity to obtain land in this place. Before, when we were looking at the footage, similar location but the size of 2 hectares was offered for 11 million rubles.

Cost calculation depends heavily on whether you will have to bring communications: electricity and water. Water is not there, it will be necessary to drill a well, conduct pipes. If the next line is what the cost will be less. If not, then all this will have to hold. Other [participants of the state program “far Eastern hectare”], I know the plots from the communications far enough. Approximately 4 million rubles will cost only preparing the land for construction, utilities and the construction of a large hangar is insulated, designed for our winters. It should fit large trucks, dump trucks. And in the same building will include a warehouse, a store with separate entrance, office, utility room plus area for drivers. Already depending on how much space on our acres will remain, will make a short stop for transport.

The final cost of the project is difficult to call, the timing of implementation is approximately two to three years. Following the completion of the construction of the hangar, start the sale of spare parts. And in parallel continue the delivery and installation of equipment in blocks to service the trucks.”

Yuri Tsypkin, farmer (Sakhalin)

“I submitted four applications for a “far Eastern hectare” in October. All of them were approved. No issues and delays with the receipt and registration of “hectares” has not arisen. Two “hectares”, located on the outskirts of Yuzhno-Kurilsk. They adhere closely to my subsistence farming. The land I plan to use for expansion of its agriculture, dairy production. Two more “hectare” is located 36 km from Yuzhno-Kurilsk, here the land is suitable for crop production. Expect this summer to plant on it potatoes, carrots, onions and other vegetables, which are now imported from the mainland.

A project to expand part-time farm — scale. I started here to build a new barn, designed to increase livestock. Now I have eight cows, but plan to increase their number to 40. The minimum that is needed, to supply an automated mini-plant (process for single yield of milk 400 l).

Investment in this project will require a minimum of 10 million RUB: RUB 6 million worth factory, another 4 million will be used to purchase cows. I want to create a mini-factory, because now the city is very dependent on the Primorsky Krai in terms of the supply of dairy products. We brought from the mainland milk, but in very small amounts. Often, not all have time to buy it. On your milk production plan to produce yogurt, fermented baked milk, yogurt etc”.

Alexey Kovalenko, owner of a personal subsidiary farming (Amur region)

“The request for “far Eastern acres” filed in the first place. Problems with obtaining land arose in November of 2016 we have issued a document on 5 ha. 1 ha [of the receipt] is located near our farms. On it we want to equip the barnyard: to build a good barn for cattle with ventilation. Another 4 hectares, which are far, we will plant potatoes, beets, carrots, pumpkin and other crops. Here will take place for grazing cows. It is winter, and while we’re on the new hectares are doing nothing.

Exactly how much money we need [for the implementation of the announced projects], but I don’t. But all this planning to make their own money, which our family receives delivery of milk, potatoes and meat. Without state support, of course, it is difficult to expand. But whenever possible, I try [to do] on their own”.
