The head of the Federal bailiff service Arthur Parfenchikov was appointed acting head of the Republic of Karelia. The corresponding decree was signed by President Vladimir Putin
President Vladimir Putin appointed head of the Federal bailiff service (FSSP) Arthur Parfenchikov acting head of Karelia. This was reported on the Kremlin website.
Earlier on February 15 head of Karelia Alexander Khudilainen announced early resignation. The President accepted his resignation.
On the website of the presidential administration also reported that Putin held with Parfenchikov a meeting at which invited him to lead the region. “You have an inner desire to do the best they can for their homeland is present in the soul?” — asked the President.
“It is a great responsibility to return home and work there. On the one hand, many of the problems are understandable, and probably has some support: the country is small, you can count on acceptance by the population. But it’s a big responsibility, certainly, to justify the confidence of his countrymen,” — said Parfenchikov.
Putin wished the acting head of Karelia success and promised to help.
Previously RBC called Arthur Parfenchikov the most probable candidate on a post of the head of Karelia, and this was reported sources in the Federation Council and the Kremlin. A source inside the Federal bailiff service said Parfenchikov “not going anywhere” and for him “this is all a bit sudden”.
The interlocutor of RBC close to the Federal bailiff service told RBC that the candidate for the Parfenchikov to the service believes the first Deputy Director of the office of Vladimir Sazanov. Carp works in service since its Foundation in 2004, in 2005 he became Deputy Director of the service (then headed by Nikolai Vinnichenko), and in 2006 — already the first Deputy Director of the Federal bailiff service. Arthur Parfenchikov was born in 1964 in Petrozavodsk. He graduated from the law faculty of Leningrad state University. A. A. Zhdanov, where he was a classmate of Dmitry Medvedev, Konstantin Chuichenko (head of the control Directorate of the President since 2008) and Nikolay Vinnichenko (the head of the Federal bailiff service in the years 2004-2008).
In 1987-2006 he worked in office of public Prosecutor of the Karelian ASSR and the Republic of Karelia, where he held the positions of Intern, assistant Prosecutor, investigator, Deputy Prosecutor and eventually Prosecutor of Petrozavodsk.
In 2006 Parfenchikov has headed management of Federal bailiff service in St. Petersburg. During his leadership the office a few times one of the first in Russia has introduced special restrictions on departure of debtors for limits of the country.
In 2007 he became Deputy chief bailiff of Russia, of the classmate Nikolay Vinnichenko. In 2008, he occupied the post of head of Department.
