The economy must be digital
Digital technology is firmly established in all spheres of our life. Nowadays already difficult to imagine the development of health. The Ministry of health in cooperation with other state bodies and business organizations have developed a wide range of measures for the introduction of digital technologies in all medical institutions of the country. Many tasks have been completed and are producing results, some are still on the agenda.
In just a few years there was serious hard work, subtle simple Russian patient. So, in 2014, after the results of the modernization program of health, faced with the task of development of regional medical information systems. Was adopted by a plan, approved by the requirements for such systems. In 2015, the health Ministry has signed agreements with each Russian entity on the implementation of the regional plan of Informatization of health for three years.
Already today automated 75% of jobs health care workers. The high-speed Internet access have 72% of the medical organizations of the country. Yet without cost 13.8 thousand medical organizations and subdivisions, but of these, 7.1 thousand do not have access to a network of the world wide web, and the remaining 6.7 thousand need to upgrade the link, that is.
According to the Minister of health Veronika Skvortsova, today, medical information system implemented in 72 constituent entities of the Russian Federation almost 7 thousands of medical organizations. It is about a third of the total need. Most of the towns and villages of the country have already launched centralized portals “Archive of medical images”, which is actively used to transfer images with devices from more than two thousand healthcare organizations.
In addition, the country has earned the portal of laboratory studies — in 61 the region has the opportunity to transmit in electronic form data analysis of patients in clinics and hospitals. And in 78 regions implemented a system of dispatching medical vehicles, which have now connected more than 89% of ambulance stations.

The Ministry of health has set the task — to make every patient of our country, regardless of where he lives, had the opportunity to sign up to the doctor via personal Cabinet of the patient on a Single portal of public services. This goal is planned to realize in the very foreseeable future — until the end of 2018.
And in December of this year to earn system monitoring timeout physicians in all medical organizations of the country. “This will allow us to quickly identify those organizations that violate the time limits on the expectations of different types of medical care, approved by the decree of the Government of the Russian Federation. Clinics will spare time, energy, nerves…

As a result, doctors do not need to spend time filling out paperwork, they can one-click to information on the results of diagnostic tests of the patient, whether the right drug at the pharmacy.
A pilot project in some of the clinics where the program was introduced, showed that this automation greatly increases the efficiency of the clinics. Just think: waiting at the doctor’s office decreased by more than three times (even from 3 to 12 times)! But the doctor now spends twice as much time on the patient, who also had the opportunity without waiting to get tested, get their results and undergo a medical examination also no queues.
Today, the project “Lean hospital” involved 115 outpatient clinics in 40 regions; at the end of the year their number will increase to 200, and eventually to be joined by all dispensaries in the country.
Electronic document management is also one of the important components of digital medicine. With its introduction of both doctors and patients will be able to remotely receive a medical documents, certificates, extracts and recipes. In some form or other electronic document is already in use in medical facilities 72 subjects of the Russian Federation. For example, in 64 regions of all subsidised medicines are only issued on electronic prescriptions, which are automatically transmitted from medical organizations in pharmacy.
The health Ministry stressed that with the introduction of EGIS in the health sector will be able to create one for the whole of Russia registry of electronic medical records. So, for example, if a resident of St. Petersburg suddenly need medical care on the island, local doctors will immediately be able to know his history, understand what treatment has already been carried out, what is the drug contraindications what is allergic, etc.
Of course, many people wonder about the safety of personal data. However, the Ministry of health assure that all patient information is strictly protected and anonymised. Access to the registry of medical documents will receive only the patient himself — through a personal account using a personal key, as well as, with the permission of the patient, his doctor.
Registry of electronic medical records will be established this year, and the full transition to electronic medical records will be implemented gradually and will be completed by 2024.

By 2025, our country will complete the creation of the telemedicine infrastructure at the Federal and regional levels. The basis for this was laid a few years ago, back in 2008, when the country began to build a network of vascular centers for specialized emergency care for patients with heart attacks and strokes. Then created a telemedicine complexes to the doctors of different levels can quickly interact with each other. The program to modernize health care, our medical institutions have been actively equipped with telemedicine systems using wires (connected to them today, and 4.4 thousand medical institutions). As a result, today the possibilities of telemedicine are actively using 83 Russian regions.
From 1 January 2018 and shall enter into force recently passed a law that created a legal framework for the widespread implementation of telemedicine technologies. It regulates the participation of medical, pharmacological, technological and other structures in the functioning and development of this sector.

One of the latest telemedicine know-how — intelligent system to support medical decision-making. In other words, the computer updates the doctor’s diagnosis based on the analysis of medical imaging data and data analyses from a single base. As told to Veronica Skvortsova, the first such Russian system (for early detection of lung cancer in the first stage) which approbation is carried out on the basis of the Federal centre for preventive medicine, has already begun to act: “After saving the first 13 thousand recognized tomograms, CT and magnetic resonance program really began to show high diagnostic efficiency.”
By 2025, the country will embrace the system of individual monitoring of health. Now there are pilot projects on monitoring of blood pressure in patients from risk groups in the Tyumen and Leningrad areas. This approach, according to the Minister, have helped to reduce the number of hypertensive crises and deaths.
