“He decided to fight for the transition of Moldova to a presidential form of government

– The President of Moldova Igor Dodon has published an appeal to the citizens, which declared the beginning of resolute actions in order to provoke early parliamentary elections and the transition to a presidential form of government.

“For Moldova, there is no other solution than early parliamentary elections and a speedy transition to a presidential form of government. Declare the beginning of activity in the entire state to support the presidential form of government,” – said in a statement published on the website of the President.

Dodon said that he would seek to curb abuses by the government and the parliamentary majority. He urged citizens to support his initiatives.

The President called a historic victory for the citizens of the shift to popular election of the President in 2016. “But in 2016, was won victory in only one battle, but not in the struggle to achieve the main goal – the country became an elected President with sufficient authority to resolve most of the problems of the state. In 2017, we have witnessed numerous attacks against the President of the RM, beginning with the reassignment of a number of departments, continuing the constant attempts of restriction of rights, and ending yesterday’s action: suspension of powers of the President to appoint the defense Minister,” he stated.

In his opinion, the government used the constitutional court to make another step towards a complete usurpation of power in the country. “As already stated by me yesterday, all the questionable decisions that the constitutional court will be revised after the parliamentary elections”, Dodon said.

According to the President, in difficult conditions managed to achieve political success that will positively impact on citizens, as promised during the presidential election campaign.

He regretted that other of his initiatives were blocked by transferring the form of the blockade of the initiatives of the President and “socialist opposition”.

“For Moldova, there is no other solution than early parliamentary elections and a speedy transition to a presidential form of government. Declare the beginning of activity in the entire state to support the presidential form of government. I encourage you to be aware of the importance of the moment through which we pass, and make the most correct decision”, – reads the statement of the Dodon.

On the eve of the constitutional court of Moldova ruled that the speaker of Parliament or Prime Minister can in some cases to sign Executive orders instead of the President.

According to the decision, the refusal of the President on promulgation of the law in the case of re-adoption by the Parliament, or refusing to appoint a Minister in case of re-nomination of the Prime Minister is regarded as “the failure of the President to perform his duties”.

In this case, the decision of the constitutional court, the powers of the President, by law, are delegated to the Chairman of the Parliament, or, sequentially, to the Prime Minister.

The impossibility of execution of duties in each case, is ascertained by the Constitutional court.
