Moscow. 27 Oct. INTERFAX, the Federal Antimonopoly service (FAS) of the Russian Federation expects that mobile operators will solve the problem with the prices of national roaming in November – early December, said Deputy Minister Anatoly Golomolzin.
“Telecom operators have expressed their willingness to reduce prices of communications services, national roaming, and I think November, maybe early December we should come to the new tariff situation, and subscribers need to feel desired balance of interests and the principle of “roaming like at home,” said the official, speaking at the conference “Antitrust regulation in Russia” organized by the newspaper “Vedomosti”.
This Thursday, the FAS reported that the Commission for consideration of cases on national roaming in respect of JSC “VimpelCom” and OAO “Megaphone” has been postponed to the last week of December. The decision was made at the request of the defendants, stated in the message service.
On the next Monday scheduled the consideration of similar cases in respect of JSC “Mobile TeleSystems” (MTS) and Tele2.
The operators are suspected of establishing and maintaining monopolistically high prices for communication services in national roaming. FAS this summer ordered the operators of the “big four” to change the tariffs on communication services travelling across the country, eliminating the unjustified price difference. Has established the deadline by operators warning about the abolition of intranet roaming until 15 December 2017.
The Ministry of communications of the Russian Federation, FAS and operators on September 25 following the meeting on the issues of roaming charges agreed to its cancellation in the first half of 2018. All necessary normative documents of the Ministry of communications and the FAS undertook to prepare by the end of this year. Charge additional fees for the connection when moving from one region to another should be discontinued from January 2018, the other half it will leave the operators to addressing the remaining technical issues, stated the head of FAS Igor Artemyev.
