– The state Duma adopted on Friday in the third final reading the government’s law on raising the minimum wage to the subsistence minimum of the working population.

The law sets the minimum wage from 1 January 2018 – in the amount of 9489 rubles per month (85% of the subsistence minimum of able-bodied population for II quarter of 2017); from 2019 in the amount of the subsistence minimum of able-bodied population in Russia as a whole for the second quarter of the previous year.

The subsistence minimum of able-bodied population for the II quarter is set in the order defined by the government of the Russian Federation, after which the minimum wage established by Federal law.

In that case, if the subsistence minimum of able-bodied population in Russia as a whole for the second quarter of the previous year below its value in the second quarter of the year preceding the previous year, the minimum wage is not reduced.

In 2018, the procedure and amount of compensation for publicly-legal obligations are established by the government of the Russian Federation.

Excluded the provisions on the use of the subsistence minimums, established by the government of the Russian Federation, if the subject of the Russian Federation are not established such amount.

The law changes the procedure for establishing the subsistence minimum as a whole across the Russian Federation.

Establishing the subsistence minimum per capita and the main socio-demographic groups in Russia as a whole will be implemented in the order determined by the government of the Russian Federation, stated in the law.

The law shall enter into force on 1 January 2018.
