Trump asks to pay

Thursday, July 12, in Brussels ended a two-day meeting of leaders of 29 countries — participants of North Atlantic Alliance (NATO). The main intrigue of the meeting was whether the US committed to the Alliance.

The US President Donald trump has repeatedly criticized the European countries, demanding a more equitable distribution of spending on defence between Alliance members. Currently, only eight countries comply from 2014, spending on defense of 2% of its GDP. The defence cost US more than the other, and is 3.58% of GDP.

Before the meeting in Brussels, the two interlocutors of RBC was afraid that trump will not sign the final document or not, will declare their intention to withdraw from the Alliance. However, he signed on the first day of the summit final communiqué reaffirms the commitment of all NATO obligation to spend 2% GDP on defense. According to the statement, the increase spending by individual countries will go according to the established plan, that is, gradually, until the end of 2024.

The victory, which was not

Despite the signing of the communiqué, trump hasn’t abandoned its basic requirements. White house spokesman Sarah Sanders said that at a closed meeting on Wednesday, he proposed to increase defense spending NATO members to 4% of GDP.

Once again to discuss a financial issue, the leaders of the NATO countries had to spend Thursday morning an extra session. At this meeting, trump was talking much tougher, including with German Chancellor Angela Merkel, a source told Reuters.

Speaking at a press conference on Thursday, July 12, trump called himself a very consistent and said that he managed to convince NATO partners to increase the contribution to the defense of the Alliance. According to him, NATO leaders agreed to raise their spending “to levels that were previously unthinkable.”

However, French President Emmanuel macron has denied approval of the trump. In addition, he said that trump has not declared the intention of the USA to leave NATO or on a multilateral or bilateral meetings. The trump at a press conference following the summit announced that it will initiate a U.S. withdrawal from the Alliance, even without the approval of the us Congress, but this step is not necessary. “NATO is now much stronger than it was two days ago,” he said.

“All countries confirmed their readiness to increase military spending, but new figures were not discussed”, — concluded the press conference by the NATO Secretary General Jens Stoltenberg. “Since the President trump was at the summit last time (in 2017), we were able to collect an additional $41 billion,” he said.

Otherwise — unanimously

With the exception of the question of costs, the allies demonstrated a complete harmony and mutual understanding. On the first day of the summit announced the launch of a new program “Four thirty”. It should contribute to enhance the readiness of NATO forces in crisis situations and provides for the creation by 2020 of 30 mechanized battalions, the allocation of 30 warships and 30 squadrons, which if necessary can be deployed within 30 days.

As explained by the Deputy Secretary General of NATO rose Guatemalan, a program is needed to ensure rapid response and mobilization of NATO forces in the case of “crisis, active threats of incursions into NATO territory or conflict”. If necessary, new forces can be pulled together from all the countries to support hosted in Estonia, Lithuania, Latvia and Poland of the multinational battalions, which are few in number — in total, they involved 4 thousand military. All four countries have repeatedly pointed to the need for increased security, citing the Russian threat.

In addition, NATO agreed on the structure of two new command centers, the creation of which the defence Ministers of member countries of the Alliance agreed at the February meeting in Brussels. One of them is the command of the Atlantic with headquarters in Norfolk (USA, Virginia) — is to protect the sea lanes of communication between North America and Europe. Command for logistics in Europe with its headquarters in the German Ulm will be engaged in the improvement of rapid deployment forces and NATO weapons in Europe. This will be developed legal framework and improved infrastructure of European countries, which, according to Stoltenberg, the Alliance has already invested more than €2 billion over the last four years (they were spent at the marine terminals, fuel containers, and runways).

Increase your mobility and the air force of the Alliance. As reported by Stoltenberg, the European organisation for the safety of air navigation (Eurocontrol) will provide NATO aircraft own Callsign and priority in air traffic management in European airspace in both peacetime and time of crisis.

The extension will continue

NATO Secretary General Jens Stoltenberg on July 12 conveyed to the Prime Minister of Macedonia Zoran Zaev official invitation of his country to become a member of the Alliance. For that Macedonia must first finally approve its new name — the Republic of North Macedonia.

In addition, in the Brussels summit was attended by presidents of Georgia and Ukraine Petro Poroshenko and Giorgi Margvelashvili. Ukraine Stoltenberg has promised further support. “We agreed to work together to prepare Georgia for NATO membership”, — he told about the content of the conversation with Margvelashvili.

Moscow can’t hurt

Jens Stoltenberg has said repeatedly that all decisions of the summit are being taken to strengthen deterrence and defense of the Alliance. In the final Declaration, NATO members pointed to “aggressive actions” of Moscow, threatening the security of the Alliance. “Recent actions and Russia’s policies led to lower stability, growth unpredictability and change of the situation in terms of security,” the document says. At the same time, what Moscow’s actions in question, the document does not explain.

“NATO prefer to look at the world through the prism of cold war stereotypes,” he responded to the results of the summit the Russian foreign Ministry.

The proposal for the formation of the battalions of the rapid reaction is not for Russia to additional risks, said RBC Deputy head of the Institute of political and military analysis Alexander Khramchikhin. The intention to take Georgia into NATO “news for anybody did not become” Alliance “talking about it for about ten years,” he said.

The potential of NATO as a military Alliance is not to Russia as a critical challenge, said in an interview with RBC Director of the Center for analysis of strategies and technologies Ruslan Pukhov. According to experts, the expansion of the organization, including the inclusion in its membership of countries such as Montenegro and Albania have a negative impact on its effectiveness.
