The Deputy Governor of the Vladimir region on social policy Michael Groves said, on the one hand, the reform caused by economic necessity, but there are questions of retraining of personnel and protection of the rights of people of retirement age.

In poor regions, such as Oryol oblast, retirement should be associated with the creation and provision of jobs for young people and pensioners, said RBC acting Governor from the Communist party Andrei Klychkov. Another Governor-Communist Sergey Levchenko (Irkutsk region), RBC said the disagreement with the reform, since, in his opinion, to increase pensions by raising productivity.

The Moscow deputies before the election the mayor decided not to submit to the state Duma a review on a bill to raise the retirement age and went on vacation, previously reported to RBC.

The silence regime: why Moscow refused to comment on pension reform

The press service of the Governor of Kamchatka told that it was premature to comment, and the deputies of the regional legislative Assembly focused on the issue of preservation of benefits for early retirement for territories of the far North, as the Yakut deputies, the report says. RBC has sent requests to the press service of the government of the Jewish Autonomous district, Omsk and Kemerovo regions and the press Secretary of the head of Chechnya, Alvi Karimov.

Three stages

“The Petersburg policy” identifies three stages of reaction of the regional authorities for reform. From 14 to 22 June, the theme “was perceived as emphasized by the Federal” low level of motivation of the regions to the public debate. According to the observations of experts, the opposition’s attempts to bring the issue to the meetings of regional parliaments were often blocked, for example, in the Omsk region the Communists and the LDPR was not allowed to put such a question to the vote in the local Parliament.

The second stage is from 23 June to 9 July, between the speech of the Secretary General Council of “United Russia” Andrey Turchak about the inadmissibility of criticism of the pension reform and the call of the Chairman of the state Duma Vyacheslav Volodin to the regional parliaments with a proposal to speak on this subject. In this period some of the governors and regional legislatures openly supported the reform, for example, the Crimean state Council on 29 June and the Voronezh regional Duma on 5 July.

In areas with election campaigns this year public activity of reform is minimal, experts say “the Petersburg policy”. In the single voting day, September 9, will be an additional election of seven deputies in the Duma, elections of heads in 26 regions and deputies of the parliaments 17.

The third stage — after the 9th of July is marked by the maximum involvement of regional elites in support of reform. Despite the lesser involvement of governors compared to parliaments in the discussion, most participants in the debate on the reform positive about her, according to the report.

Scrapping trends

For the Federal government fundamentally breaking trends in the first days of July, when a significant part of regions has ceased to shy away from discussing reforms, said the President of “Petersburg politics” Mikhail Vinogradov. In his opinion, depends on the final design of pension reforms and the extent to which the wishes of the regions, especially in the far East and far North. More important for the Kremlin to reverse the situation by ignoring the debate on the reform than to get the power to give positive feedback on it, says Vinogradov.

The Kremlin did not require “that all took under a peak”, says Director of the Center for political and economic reforms Nikolay Mironov. In his opinion, for the administration of the President more important than the lack of open protests of United Russia and the regions with the elections or the falling ratings of the government will not so active to discuss a controversial topic. Separately Mironov noted region with the governors from the opposition parties — Orel, Irkutsk and Omsk, which refused public support for reform. “The opposition can criticize the reform, but [need] to keep the protest under the”, — concluded the analyst.
