Wednesday, August 1, the initiative group of the Communist party was again applied to the holding of the national referendum on raising the retirement age. About this at the meeting, the CEC said the Commission member from the Communist party Eugene Kolyushin.

The new question is: “do you Agree that the laws of the Russian Federation as of June 1, 2018 age of eligibility to receive insurance old-age pension [for men and 60 years for women 55 years old], must not be increased?”. About it told RBC, adding that the meeting of the initiative group to be held on 7 August.

During the meeting of the Central election Commission Kolyushin said that before the CEC Chairman, Ella Pamfilova met with representatives of the Communist party and advised them on the wording of the question. “The new wording submitted to the Moscow city election Committee”, he added. Pamfilova, commenting on his words, he added that the meeting failed to find the “optimal formula of the question” for the referendum.

Kolyushin reminded that the Moscow election Committee a few days ago, was filed another application to hold a referendum “with about the same content, however, slightly different wording”. He stated that he sees nothing wrong in this and finds it useful that the CEC does not prevent this process. The Chairman of Mothersurname Valentin Gorbunov said about submitting alternative proposals at the Commission meeting on July 31. In comments to “Kommersant” he said that it gave the group “of three individuals”.

According to the law “On referendum” for the holding of a plebiscite, the organizers must approve the wording of the question submitted to the vote of the CEC. Also for a referendum in more than half of the Russian regions it is necessary to create initiative group which are obliged to submit applications to local commissions.

The CEC on 27 July did not support the wording of the question that the Communist party had previously proposed to put to a referendum. In the Commission it considered insufficiently clear. The question that was proposed to submit the Communists, was: “do you Agree that in the Russian Federation, the age of eligibility for appointment of insurance old-age pension must not be increased?”. On July 17 a group of deputies of the Communist party passed a request for a referendum in Moscow election Committee, but the Moscow Commission rejected the initiative, relying on the decision of the CEC.

The government on 16 June in the state Duma introduced a bill on pension reform, involving a gradual increase in the retirement age to 65 years for men and 63 years for women. Deputies of the state Duma in the first reading voted for the document. The period of amendments for the second reading extended from 18 August to 24 September.

By law, the collection of signatures in support of the initiative of holding a referendum is due within 45 days from the day following the day of registration of the initiative group for the referendum. CEC approves the wording of the question submitted for a vote. In that case, if he rejects, the initiators of the referendum have to reformulate it again and hold a meeting of the initiative group. After approval, issue and registration of initiative groups by the organizers of the referendum within 45 days to collect at least 2 million signatures, with not more than 50 thousand in one region. The second reading of the law on raising the retirement age is scheduled for the autumn session of the state Duma.
