According to the former head of FIFA Joseph Blatter, the members of the Executive Committee of the organization made their choice before the vote on the selection of the host country of the 2022 world Cup

Former FIFA President Joseph Blatter said that members of the FIFA Executive Committee in choosing the venue of the world Cup in 2022, ignored the message about the impossibility of holding the tournament in Qatar.
Blatter, who left FIFA in 2015 due to a corruption scandal, wrote about this in the book “My truth” (Ma Vérité), according to British newspaper The Times. The publication describes the book football officials as an attempt to protect those 17 years that he spent in the leadership of FIFA.
The former head of FIFA says that “no one” from the Executive Committee of the organization did not read a detailed inspection report on the candidate countries to host the world Cup 2022, as all pre-determined choice. “If we carefully read it [the report], we would have understood that holding a world Cup in Qatar is impossible”, — quotes the Times quote from the book.
Moreover, Blatter argues that the victory of Qatar is made possible due to collusion and political pressure on the former member of the FIFA Executive Committee Michel Platini. According to Blatter, Platini told him by phone that he made a decision on voting during a dinner with then French President Nicolas Sarkozy and Qatari Sheikh Tamim bin Hamad al-Thani in 2010. Platini denied this information.
“I don’t know and I don’t want to know, is there a connection between the fact that Qatar won the right to host the world Cup and future events,” writes Blatter, referring to the fact that the Qataris have spent billions in France for aviation contracts and for the purchase of football club Paris Saint-Germain.
Earlier, The Times published an investigation which claimed that Qatar managed to get the right to host the 2022 world Cup thanks to a campaign of black PR against competitors of the country. The campaign was conducted in order to create the impression of a lack of widespread support for the tournament in other countries. Qatar denied all charges.
