During the meeting in Helsinki Vladimir Putin gave Donald Trump a document containing a number of proposals for mutual disarmament. The contents of the Russian version of this document revealed to the newspaper Politico.
The text of the document was handed over to Donald Trump during the two-hour talks between the two leaders that took place tete-a-tete, says the publication. The document is entitled “a Dialogue on the issue of arms control”. According to the publication, the source of the leak of the document are Russian officials involved in the organization of the meeting.
According to the document, Moscow has expressed willingness to normalize relations between the two countries in the field of arms control. In particular, the list of proposals contains the idea of the extension of the five years of the contract on Strategic offensive arms (start-III), limiting the size of nuclear arsenals. This Treaty, signed by Dmitry Medvedev and Barack Obama in 2010, is for ten years with a possible extension for another five years by mutual agreement. It limits the number of deployed nuclear warheads and nuclear delivery vehicles.
Also handed Putin Trump the list of proposals contains the idea of a new Treaty limiting the deployment of weapons in space.
Strategic instability: how to avoid a new arms race
The document prescribes the possible establishment of a consultative mechanism aimed at conducting negotiations in a format “2+2” between the defense and foreign Ministers of Russia and the United States. In addition, the Kremlin took the initiative on the beginning of expert advice to identify the “destabilizing types of weapons and keeping them in the mechanism of arms control”.
The White house refused to confirm or deny the authenticity of the document at the disposal of Politico. At the same time the representative of the national security Council Garrett Marquis said that the presidents had not exchanged any proposals in writing.
Understated success: why the nuclear non-proliferation Treaty should be protected
This statement contradicts the words of Vladimir Putin, who said at a press conference after talks on transferred to the Washington note with “concrete proposals”. “I think it is important, we talked about it, to improve dialogue on issues of strategic stability and nonproliferation of weapons of mass destruction. We gave our us colleagues note a number of specific proposals on the subject,” — said the Russian leader.
The head of the program “Russian domestic politics and political institutions,” Carnegie Moscow center Andrei Kolesnikov in conversation with RBC suggested that the leaked text of the document, which Putin gave Trump during the meeting in Helsinki, “was not accidental”. According to him, this seems a logical step “from the point of view of PR-technologies”. “No response to this note from the American side, and an attempt is made to push the process through the media,” — said the expert.
He also noted that at the meeting in Helsinki almost never discussed specific proposals. “The summit was to prepare, was to involve the working groups. And in this case, the parties were on predvolenom cycle — some kind of note transmitted by the private person Putin private person Trump, informal. When leaders share not well prepared thesis, and therefore, it is absurdity”, — said Kolesnikov.
