The document is entitled “a Dialogue on the issue of arms control”. According to the publication, the source of the leak of the document are Russian officials involved in the organization of the meeting.

According to the document, Moscow has expressed willingness to normalize relations between the two countries in the field of arms control. In particular, the list of proposals contains the idea of the extension of the five years of the contract on Strategic offensive arms (start-III), limiting the size of nuclear arsenals. This Treaty, signed by Dmitry Medvedev and Barack Obama in 2010, is for ten years with a possible extension for another five years by mutual agreement. It limits the number of deployed nuclear warheads and nuclear delivery vehicles.
