The results in the suburbs

In the Moscow region Andrei Vorobyov has been elected for a new term with the result of 62,52%. Second place goes to the candidate from the Communist party, Konstantin Cheremisov from 12.99%, the third represents the “green Alliance” Lily Belova with a score of 7.51%.

The lowest results Vorobyov in Volokolamsk (20,68%), which became the center of the “junk” protests in the region, Serpukhov, whose head, Alexander Shestun was in confrontation with Vorobyev and was arrested on fraud charges (to 33.78%), and in Fryazinskiy areas (39,21%). The best result Vorobiev in Elektrogorsk (89,08%), Losino-Petrovskiy (85,27%) and Lytkarino (81,6%).

The result Vorobyov this year was below the result that he received in previous elections (78,94%). According to political analyst Konstantin Kalachev, this is due to the fact that sparrows have started the campaign with a rating associated with the protests against the landfill, conflicts defrauded real estate investors and strained relations with the local elites. In addition, the results of the vote in the suburbs, as in other regions affected by discontent of the Russians pension reform, he said. But because of the refusal of the Communist party to put forward on elections of the Governor of the Moscow region Pavel Grudinina strong competitor Vorobyov was not, says Kalachev.

The turnout

The turnout in Moscow was 30.8%. On elections of the mayor in 2013 this figure was at the level of 32.03%.

This is a fairly good result, about the level of previous elections, says political analyst Alexei Makarkin. “Small subsidence can be explained by the lack of opposition candidates from parties like Yabloko or PARNAS. Some voters did not go, however, this subsidence was not critical,” he said.

In order to increase turnout, the Moscow authorities have extended the voting by two hours — stations worked from 08:00 to 22:00, not 20:00 as usual. In addition, for the first time was established 209 polling stations country — a weekend outside the city: in Moscow, Kaluga, Vladimir and Tula regions.
The turnout of 20:00 was 27,63% 2,006 million voters from the lists. According to system gas “Elections” to vote in elections of the mayor gave almost 2, 245 million voters, which suggests that in the last two hours before the polls close to the elections it was at least 239,6 thousand voters — about 3.3 percent of the total included in the lists.

The movement “Golos” noted a low number of violations in Moscow. “About stuffing or other serious problems signals is not received,” — said co-chair of the “Voice” Grigory Melkonyants. According to him, was marked by breaches in the New Moscow and the Moscow region, but they were not of mass character. On Monday, the CEC declared cancellation of results of voting on two sites in the suburbs.

The melkonyants noted problems with the quality of the system “Mobile voter” in Moscow. “A few days before the elections, we began receiving reports that people without their knowledge is attached to country sites in the suburbs. These incidents are explained in different ways — technical failure, the dishonesty of employees of MFC or something else,” said co-chair of “Voices”. On the voting day were also messages from people who came to vote in Florida and there learned that attached to the country sites. Conversely, there have been reports from those who were attached to other sites and could not find themselves in lists there continues Melkonyants.

The Moscow election Committee recognised the failure of the system, however, assured RBC that on voting day, “everything worked like clockwork”. “These cases are not widespread, and in each case, district election commissions figured in the prescribed manner, the people can vote,” — commented on the words Melkoniantsi member of Mothersurname Dmitry Reut.

The decline in the number of observers

Another feature of these elections both in Moscow and in the suburbs — a significantly smaller number of observers than in previous elections, said Melkonyants. According to him, independent observers in Moscow was not more than 1 thousand people. At the last mayoral election there were about 8 thousand At the presidential election in the capital worked for at least 4 thousand observers.

“There was virtually no observers from the candidates at the polling stations, very few independent observers. For the Moscow elections, it is amazing”, he stressed. Co-chair of “Voices” connects it with low competition in the mayoral election and the loss of interest in voting.

He drew attention to the fact that after the elections in Moscow will be the re-formation of precinct election commissions. “To convince people to re-enter into the composition of the PEC will be very difficult. It is possible that even those positions that currently exist, will not” — believes, Melkonyants.
