The decision of territorial disputes — a process that sometimes requires decades. As reported by RBC, said the press Secretary of the President of Russia Dmitry Peskov, commenting on the proposal of Vladimir Putin the Prime Minister of Japan to conclude a peace Treaty before the end of the year.
“It’s a fairly new initiative of Putin. He noted that it is a thought that was born right during the meeting and speech (WEF-2018) taking into account the theses that were outlined by the Prime Minister Abe. The idea is clear. The decision of territorial disputes — a process that requires sometimes decades,” — said Peskov. He noted that the President talked about that, seeing the difficulty, at first offering to sign a peace Treaty with Japan, and considering the relations of peace, friendship and cooperation, to resolve the issues.

“It is clear that there may be nuances we have, from Japanese partners. It is clear that everyone comes and is repelled from their positions. But you know that President Putin is set to address this problem and appreciates the attitude of Prime Minister Abe,” said Sands.
The press Secretary noted that the absence of a peace Treaty between Russia and Japan is a problem for both Moscow and Tokyo that both sides intend to find a solution to this problem.
Earlier, Prime Minister of Japan Shinzo Abe during the session of the Eastern economic forum has urged Russia to conclude between the two countries peace Treaty. “If we don’t do it now, then when? If we do not do it, then who will do it except us?” — asked Putin Prime Minister of Japan.

In response, the Russian President said that he accepted the offer of Abe to change the approach to negotiations to conclude a peace Treaty. “Let’s go. Let’s make peace, not now, but before the end of the year. Without any preconditions. And then on the basis of the peace Treaty as friends will continue to resolve all disputed issues,” Putin said.
The Secretary General of the Cabinet of Ministers of Japan Acehide Suga said that Tokyo takes the idea of concluding a peace Treaty on the old terms — with a preliminary resolution of the territorial dispute. He noted that it is not sure that Putin and Abe could discuss the proposal on the sidelines of the forum.
Islands of contention: what the dispute Russia and Japan
The USSR and Japan in 1956, signed a Declaration on ending the war. The document also meant the conclusion of a peace Treaty. This is prevented by disputes between the countries. Tokyo claims the Kuril Islands of Kunashir, Shikotan, Iturup and Habomai, referring to the Treatise on trade and borders in 1855, and refuses to conclude a peace Treaty without resolving the island dispute. Moscow insists that the Islands were ceded to the USSR following the Second world war.
